I am trying to understand how adobe stock works. It seems like it is subscription-based. However, I wonder if once a photo is purchased, it is purchased, we do not have to pay continuously?

Yes it's a subscription based service, or you can  just purchase credit packs. Read the Adobe Stock License Agreement to understand what it means when you license an asset. A license is for a particular end customer. For instance, you can license it for your use in your own projects; however if you license an asset for a customer to use in a project, you can't use that same asset for another customer's project without obtaining  second license. The license is perpetual, which means that you don't have to pay a fee again each year.
