Illustrator and stock are different subscriptions. They are not interconnected, so you can upgrade your Illustrator subscription to an all apps without touching stock, and you can upgrade stock without touching Illustrator.

But I suspect that you would cancel your stock subscription for exchange of annCreative Cloud all apps subscription. There is no path foreseen to do that.

When I go to look at stock plans there is a choice: Annual commitment ($30 per month, 10 images per month) or Month-to-month ($30 per month, 3 images per month). So to avoid the high cost of cancellation, just take the month-to-month plan, but lose 7 images each month.

Not all plans are available in all regions. The 3-assets-per-month plan is not available in my regions (it was formerly, however).
