Adobe Stock "Vector" is really just image that I can't edit?

I purchased an extended license for AE03567220301CAU, I licensed it with the intent to recolor it and adapt it is a vector illustration, because that is how it was advertised, but the file is really just an image. This is not what I paid for. How do I get a vector version or a full refund?

This asset is not advertised as a vector asset. I don't see where you see any reference to vector and the ability to recolour?
