Adobe Stock video file won't download but shows up in billing history

I've tried purchasing an Adobe Stock video clip three different times (Video #322336952). It won't download for me (and does not appear in my Image License Library), but my billing history shows three invoices.

I'd like to access the video and have two of the three payments reimbursed since they are duplicate purchases of the same item.
