AI generated graphics getting an image trace, with no AI generated label

Help! I have been downloading EPS files for years and I have recently ran into what I believe is  AI generated slop without any label added to the graphic. So when I download the file I get a million pixel sized blobs, no strokes, no layers, just blurs of color.  There is no way to report the issue other than saying that they have “infringed” on someone’s rights. I feel like it infringes on my rights quite frankly when I go to specifically get a vector file and all I get something that I cannot even adjust strokes or colors without selecting one pixel at a time. Its a waste of my money and time. Maybe ADOBE needs a 3 strike rule where if a creator is caught mislabeling their work  (3) times they get removed… or they get fined the cost of a credit for making a purchaser waste their money on the graphic.
