Please provide more information. Having libraries is irrelevant to whether you have subscriptions. You should ensure that you are signed in with the right profile. I see you have both a personal and a business profile. Libraries may be different depending on the selected profile. Your profile can be selected when you are signing into the Creative Cloud desktop app or the Adobe Stock website. Are the libraries missing from the Adobe Stock site, your Creative Cloud products or is it something else? Are you able to access your libraries from https://assets.adobe.com/libraries?
