Are there new download limits for free adobe stock?

I have been utilizing the free adobe stock library, with downloads, and building libraries for the last two years. Suddenly I have been receiving alerts that I have reached my daily limit after down loading up to three assets or trying to save to library. I have not had this issue before. Downloading and using the free stock assets has been vital to starting my small business and was one of the benefits to having an adobe account alongside my creative cloud access. Is this something new or has something changed in my account?

The limit was reduced to 3 per day a while back - maybe 6 months ago.

That is really strange as I had been getting unlimited up until yesterday. I have been searching on the website and online trying to determine if that was what happened, but can't find any specific announcement or statement to that fact. Is it  disclosed somewhere that you can point me to? Thanks so much.
