Can I use a stock image for a State license plate if purchased?

I am trying to use a photo I purchased as part of a state license plate.

What is the protocol for this, as I will need documentation / permission to use the photo/image.

Sorry for the delay in response.

How are you planning to use the images for the license plate? Can you please share some screenshots so that we can further assist you?
