Can I use adobe stock photos and make a paint by number for my paint by numbers business
Can I create a paint by numbers art of an adobe stock image and sell it? I just want to make sure so that I am sure about what I am selling.

If you purchase an Extended License to use it in merchandise for resale, yes. But a Standard License won’t cut it. See below for more details.
