Can Standard License be used to pitch a product that requires Enhanced License to actually produce?

Can I offer/advertise an item for sale using a Standard License as long as I'm not actually producing the item yet?  In other words, can I offer something in an online catalog and then upgrade to Enhanced License only if I generate that first sale of the item?

You need to read the licensing terms, but I do not see a restriction for this in the terms.
