Can't save assets to Stock Library

I've seen this post a few times but nothing has really given me a solution.

 

I've logged in and out of my account.

I have no libraries or assets to speak of to be causing a problem

My browser is up-to-date

 

Any ideas as to why I still can't even create a library to save to?
