Cannot download image. Tried PayPal and credit card, nothing works.

I am having difficulties when I click to download an image. I tried using Paypal, but an error comes up, and when I try to use my credit card, it asks me to choose a state, but I am not from the USA, so I cannot choose.

Please help!
