I am a user. Why can't I subscribe to Adobe's package? It keeps showing a failure message.

What country are you in? There are countries, where Adobe does not sell directly.

It's not clear which subscription you're referring to, but this is not the correct forum to post in. Go to the Account and Billing forum and also include a screenprint of the error message you're receiving and someone should be able to help you there.
