Coloring book image license permissions

I have licensed several coloring book pages to use for my 501c3 organization's educational program. This seems fine - but my question is, i would like to allow several other organizations the ability to download a PDF that has this image embedded - there will be text added and the image is not able to be used standalone. This would be a free download for other 501c3 organizations - so I would not be profiting off of it. Would this be permitted under a standard license so long as reprints stayed under 500k?
