You are a member of a team account. This the subscription quota for your entire team. It can include subscriptions purchased by your team administrators and subscription quota purchased by team members for the team. Your administrator can provide additional details. The organization has several stock subcriptions that are not assigned so the team is not getting all of the quota every month.

Subscriptions get refilled month be month. You will see that under https://account.adobe.com/plans for individual plans and in the adminconsole for Teams and Enterprise accounts.

If you get over your allocated monthly quota, you will need to pay whatever your plan indicates for the specific asset. I never saw a 2992 assets plan, but that looks like a giant plan to me. You will need to use countless assets per month to get through.
