I just purchased a vector image that was described as "editable vector stroke" however upon downloading and opening the file, it is not editable, but outlined, so I can't edit it to adjust the thickness of the stroke to match my designs.

Sorry about that. There are probably ways to counter this, but if you don't give us the asset ID, we have no chance to see.

Furthermore, the easiest way would be to have an Adobe stock expert like @Contributor1 to look at the asset, but he too would need the asset ID.
