Don't know how to access edible PSD file for licensed capabilities statement file

Hi guys, 

I recently licensed a capabilities statement (https://stock.adobe.com/images/capability-statement-template-design/653590121) , but I am unsure how I can access the editable version of it so I can begin using the template. Neither downloadable options produce an editable template - just a single, standalone image.  Anyone have an issue with this as well? Can you provide any guidance on how I can actually access the template? Attaching an image of what the download produces.
