Free assets come under a standard licence, so yes, it should be possible to use them on your website project.

Look here for more information on licensing: https://community.adobe.com/t5/stock/links-for-licensing-terms/td-p/11366788
(Disclaimer: As always with licensing, this is my interpretation of the rules. I think they are correct and advice is based on reading and interpreting the licence terms and on fair use for both the buyer and the artist/stock company, but I cannot rule out that my interpretation is wrong. I'm not an Adobe employee).

To the best of my understanding the Free assets are useable in your commercial products just like the paid licenses.  You only have to be signed in with your Adobe ID to license the image.

How free asset licensing works

Use Adobe Stock free assets with confidence in your next commercial project. Our free assets meet the same licensing standards as our paid assets.

Take a read through the restrictions of licensing.  https://stock.adobe.com/ca/license-terms

I hope this helps and good luck with your project.
