Going round in circles trying to buy credits

I don't want a subscription. I only need one or two images per month so I'd rather buy credits. I don't see an option to buy them anywhere. Even the article about credit packs directs me to buy them from a page where they aren't mentioned. Also I can't contact Adobe because I "don't have an active plan" and the chat bot doesn't recognise the term credit packs. Are they no longer available, or is it a bug?
