How do I report a file that says it's editable but after downloading it's not actually editable

I downloaded a text effect that said it's editable but after opening it in Adobe Illustrator I find that it's not actually editable. I tried to use the 'Report' button but I can only report it for "Copyright Infringement" or "Contains the names of people"
