How to unlock EPS/Ai i bought in Stock

Bought an image with a background that I assumed would have been very easy to unlock from the background and use in my project - but no. It's locked down hard, selecting all and unlocking doesn't work, unlock isn't even live when I select all. This is EXTREMELY FRUSTRATING - not sure why any icon sold in stock would have a background in the first place - who would ever want that??

Check the Layers Panel and Check if all layers are Unlocked from window -> layers or F7
