I'm using an Enterprise account - why can't I download certain images?

My employer has an Enterprise account. Sometimes when I attempt to download an Adobe Stock image I get this message: "You’re logged in as a business user. This offer is only for individual customers. To complete your purchase, switch to your personal account." If this is happening because that particular image isn’t available to Enterprise accounts, then why would the image come up in my search?
