Image is fuzzy in Photoshop

Hi,

I've posted this already, but couldn't find a reply button after I've got an answer from a staff.

The original image (181422491) I downloaded was very small when I opened it in Photoshop, and when I resized it, it looked incredibly fuzzy.

Need urgent help, please!
