Image not vector but available as AI/EPS

I’ve just downloaded this as a vector but the opened AI file is just an embedded raster image.

I’m on an unlimited Enterprise license so I’m not looking for the credit refund, although believe when I highlight issues the credit should be deducted from the contributor.
