Is it possible to cancel a purchase of an extended licence?

It seems like I misinterpreted this information "Adobe Stock images are available in JPEG, AI, and EPS file formats. " I was hoping that the jpeg of interest would be available in EPS file format after purchase. Apparently not.

Is it possible to cancel this purchase?

No, it is not possible to cancel a purchase. You need to contact Adobe customer care for a possible refund. Adobe customer care can be contacted here: https://helpx.adobe.com/contact.html - click the small callout at the lower right of the screen and type "agent".

 

The image type is shown as JPEG (pixel) or Ai/EPS (vector) asset. For Ai/EPS, most of the files are Ai and Adobe Illustrator is highly recommended to open the files to avoid all problems. JPEG files can be opened with any photo editor program, but they are pixel images even if the asset is a "graphic resource".

Only vector files have EPS available. But by the same token if there is no EPS for sale, it wasn’t vector art at all; there could be nothing to gain by getting an EPS. At least, that’s my understanding of it.
