You can set up an team account with Stock only with a few limitations, there is no storage for libraries for a Stock only team. If your organization uses Creative Cloud products then you or your team administrator can add Stock to the team and all members will be able to use the Stock subscription. If you need assistance with adding Adobe Stock to an existing team let me know and I can point you in the right direction.
