I bought 3 pictures for my client (i am a graphic designer) and used them for a brochure. now my client wants them for their website. i could not find anything on the website to declare the licence owner. am i allowed to pass them the images? do we have to buy them once more?

You can make them available as optimized web images. The same customer can use the licenced assets for the brochure and for the web. There is no issue with that. You should, however, have them accept terms that are at least as stringent as the Adobe terms. 

 

I handle issues like this in that sense, that I send my customer the licence terms and ask them to confirm that they have read and adhere to those terms. But you can make them accept terms more restrictive than this if it pleases you.

If both uses are for the same client, you don't have to re-license the asset. You write a simple transfer of license to the client to make sure they're aware of the Adobe Stock License terms.
