Yes, you can. Be sure to read the licensing terms.

Look here for more information on licensing: https://community.adobe.com/t5/stock/links-for-licensing-terms/td-p/11366788
(Disclaimer: As always with licensing, this is my interpretation of the rules. I think they are correct and advice is based on reading and interpreting the licence terms and on fair use for both the buyer and the artist/stock company, but I cannot rule out that my interpretation is wrong. I'm not an Adobe employee).

Oh, one thing to remember. It would be entirely legal for any of your business rivals to license the SAME Adobe stock and use it THEIR promotion. For this reason, branding will usually want to commission its own work from photographers. This is not such a problem for local businesses or short term promotions.

Most users customize the pictures. If you are one of the big brands, the budget to take your pictures is minimal against all the rest. And very often, they use prominent faces for their advertising. For small businesses, this could by far break your budget.

Yes, Stock can be used to make promo material. Just check each image just not say "editorial use only". Any pictures of branded or recognisable cosmetics will be unusable.
