License History Lost and 10 Assets/Month Not Available

My company has a Teams account where 1 user has access to the Stock 10 Assets a month. Our designer uses this occassionally, but the account with Stock access can no longer download assets (up to 10) freely, and the entire license history on the user is empty.

 

Does anyone know what might have caused this, or how to get Stock permissions back for the account? It would also be great if we could resurrect the history, as they may need to reference those images again.
