Licensed vector image contains only pixel graphics

Hello,

not for the first time i've experienced that a vector file ip purchased from adobe stock does not in fact contain only vector data, but parts of it are rasterized so that it is completely unusable. The file in question is this image: Summer Abstract Background Vector Illustration – kaufen Sie diese Vektorgrafik und finden Sie ähnliche Vektorgrafiken au…

what can i do about this? And why are these files indicated as vector?

Best regards,

Peter
