Where do I report use of stolen copyrighted photo?

It's this photo: https://stock.adobe.com/images/a-spoon-with-black-elder-syrup-made-from-fresh-elderberries/449052282?prev_url=detail in this Instagram post by Rooted Vally Cold Press: https://www.instagram.com/p/CmZZoxOJGHR/ but Instagram won't let me report it, and I don't see an option to report it on Adobe or a way to contact the photographer, Madeline Steinbach.
