Lower third template downloads as Jpg

I'm sure I'm missing something, but when I downloaded a non-animated lower third template from Stock, it gave me the option of downloading as a Jpg or vector. I licensed and downloaded it, and when I opened it in Photoshop, it was exactly what I thought. A Jpg image of the four lower third templates I chose. What I want is a template I can edit, and one with an actual transparency. What am I doing wrong?

What format did you download? A JPEG can never be anything else than a "flat" picure. It cannot have transparency, and cannot be any kind of template. To get any vector editability you'd need the vector download and to use Illustrator.
