I agree, it's really annoying. Sites simply assume that you are part of that region where you currently are in. When I'm in the Netherlands, all my sites switch to dutch, when I'm in France, all my sites switch to French. 

 

As Jill suggested, you can change the region right at the bottom of the page. 

The region you set there, will indeed set the language you use, witch is weird, as you could as well choose to live somewhere (important for geofencing in some applications), and prefer a different language.

 

Sometimes I use my home VPN to really avoid this.
