I'm planning to become a member of the adobe stock photos group, which I'm allowed to download photos. My question is can we use it for magazine cover base on their Standard Licenses Agreement/Rules?

It depends on the print run. The license terms gives the limit. You need to read the license in detail, or have your legal team do it.

We only print 5,000 copies per issue.
