I see. It looks like a resized preview image. But if the source is a vector image, then this is astonishing, as a vector image should rasterize cleaner.
Someone with Adobe Illustrator could possibly export this at a better quality.
Is this a bug of Adobe stock?

FYI - the asset will likely be removed. Though you can download the vector, then open in Adobe Illustrator and upscale it without the pixelization. Transform > Scale > Uniform Scale 300% e.g:
