There's no reason you can't open an Illustrator (.ai or .eps) in Photoshop. It will rasterize but it will open.

I just had this problem with 2 vector files. The canvas is blank when opened in Illustrator or anywhere else. There's something else going on here.

    I figured it out. There were multiple art boards and it was opening to a blank one.

    but  if I download the file it's with water-mark

    Image was AdobeStock_133547970 (there was just one, I was mistaken). I'm chatting with Adobe support about it now. Thanks.
