stock image with bank notes unusable

I purchased an adobe stock photo with bank notes in it. Now photoshop will not open it saying it is against the rules of this program to open images with banknotes.  How doI bypass this?  How can adobe stock be sellign images you can use with adobe cc?

There is a built-in protection for banknotes in Photoshop that is required to protect people from falsified banknotes. Most copy machines and printers won't work either. To circumvent the protection, you may try to open the file in Gimp (or a different editor) and blur the banknotes just enough, for Photoshop to load those.

 

Illustrator generally loads the data too. But I haven't tested that recently.

This is a long-standing "feature" of PS. Apparently, some users have found workarounds.  Google "how to open bank note images in Photoshop".
