Stock Images Transfered

Can a Stock extended licensed image, with a company unlimited plan, be transfered to a customer that does not have a Stock plan?

I read Adobe Stock Additional Terms, and 6.A.3 states “transfer your license to your client via enforceable written agreement”. I would like more details of this statement, specifically if the the client needs a stock plan.
