I am planning to start a small web bureau selling hompages to costumers. Id really link to use adope stock photoes and vidoes as part of my designs. The way I read the terms and conditions, this is allowed as long as I am not selling the images and vidoes in their raw form. What I am planning to do, is to put text and text boxes with text on top of the images. Is that OK ?Also as starting page I am making a small video out of photoes or vidoes telling a small story. Do I need text on top of these videoclips ?

You need a separate licence of the assets for each customer, including yourself.

But yes, you can use stock assets for customer work.

If you need to discuss your options regarding licensing and websites, I would recommend discussing the legal aspects with a lawyer.  You will need to thoroughly understand copyright and licensing before doing customer work.

You need to include any licensed assets in a manner in which the customer cannot extract the asset from the design or the web page and use it in a stand-alone fashion. It must be integral to the design. Also, you cannot use the same licensed assets for multiple customers. You need to re-license it for each customer for whom you design a web page.
