The license policy is too difficult.

It may be that you have difficulties to understand the terms of the licence, but it that is the case, you will need to ask counsel with a lawyer specialized in licensing. Adobe won't jump in and tell you if this is OK or not because any commitment from an Adobe employee would bind the company. That's the reason the licensing terms as such are published, and you will find guidelines on the Adobe stock site.
