The right of usage under extended license

I'm confused with the information in the ‘Adobe Stock Product Specific Terms’ in the section 9.2 Business use. 

I'm just wondering if my company can use the photos (with extended license) to make a package of the product more than 1 brands as there're many brands under my company. 

As the information in section 9.2 Business Users has mentioned that
For ‘VIP Teams customer’: “a Stock Asset licensed by a Business may be used only by Business Users from a single legal entity and may not be used by subsidiaries or other affiliates.”

 While for ‘VIP Enterprise customer’: “may permit your Affiliates to use some or all of your VIP enterprise Adobe Stock Entitlements (including Stock

Assets licensed under an Unmetered Plan and other Stock Assets, credits, and subscription quota).”

I'm concerned and would like to know how can we identify our account as “VIP Enterprise customer”?.

• In case that I create an account for my company and purchase the credit pack from the certified seller in our country (Thailand), Can it be assumed that our account is ‘VIP Enterprise’?
• Or I have to own the license of any adobe software to be “VIP Enterprise customer”?
