Unable to purchase stock images from Stock Adobe

I recently went to purchase a stock image from Stock Adobe, but I keep getting an error message that states,

We're unable to approve your transaction at this time. Please check the information you've entered below to make sure everything is accurate. If you continue to have trouble, please try a different card or contact Learn & Support for help.

how can I reaolve this issue?

I would recommend to contact customer care on this. Adobe customer care can be contacted here: https://helpx.adobe.com/contact.html - click the small callout at the lower right of the screen.
