Use stock photos for default image for product details pages

I am managing a restaurant booking platform, and we have several restaurants with no pictures on their product details pages.

My question is if it is allowed for me to use one or two stock photos using the Standard License as the default replacement for all of these restaurants with no pictures? Is there a cap to how many times I can use the images?

The page itself is a reservation page, but the picture is not directly the product itself.

You're using it on a website, right?
With a standard license, there is no limit to the number of times it can be displayed on a website.
If you incorporate it into a program like a mobile app, there is a limit to the number of times it can be displayed.

Licences are accounted for by customer. So, I assume you are the “owner” of the platform, and you are managing different restaurants (the reservation system) using the same platform. In that case, you can use the pictures as long as you wish.

If you are customizing the system, and you are selling the product to the different restaurants, you would need to licence for each restaurant.

I understand your application as the first option, so you should be able to use the picture as often as you need. Restaurants will anyhow want to exchange the picture with something specific for their restaurant.
