Can I use photos or illustration or any assets of Adobe stock (standard licence) to design web or mobile pages using XD ? 

Do I give the client photos of Adobe stock (standard licence) for design and XD file?

Not sure about your second question. I think you're asking whether the asset license can be transferred to a client. Look here for info on that subject. Page 4, section 6.3 of the T&C's
