Vector file is actually a jpeg

I searched for a vector, and this file came up:

It's listed as "Editable Text Effect", but when I downloaded, it's just a flat jpeg.

Is there a way I can be send the correct file for this?

Are you sure that you selected the correct downlod format? Settings allows to switch between JPEG and vector.

This file does not give me that option. When I clicked it just saved the jpeg. I tried again and same thing.
