Viewing Libraries Across Multiple Users

Does anyone know if there is a way to see libraries across multiple users?

For example we have a company license and need to see what each designer has downloaded or saved to a library.

As it is I can only see the libraries I have created.

You could check the license history on Adobe Stock and it will show you what assets were licensed by which user.

Well I guess that's a decent work around for licensed images, but doesn't do anything for favorites libraries.
