Why are the SVG images I bought on Adobe Stock not vector when opened in Adobe Illustrator? They are rasterized images and are not scaleable.

I purchased 2 images and selected the SVG file format. The SVG file format has always been scalable images and can be opened in Adobe Illustrator. When i opened these in Adobe Illustrator, they are just rasterized images and have no vector qualities, making them less than useful. Why would they say they are SVG if they are just rasterized images? They both had the option to be JPG or PNG. I chose SVG thinking they would be scalable vector images when opened in Illustrator. They are not.
