Why doesn't Stock properly label whether something is an image or an editable graphic?

When I download stock graphics, half the time it is an editable graphic but the other half, it is simply an image. They are listed/descripted/labeled the exact same in Stock. It is a waste of money. 

 

For example, I downloade  File #:  1938249495 expecting to easily pull out one of the icons, but it’s an image so I’ll need to image trace, etc. to have it usable. For comparison, File #:  201379547 when downloaded is fully editable graphics.

 

Am I doing something wrong or is this yet another Adobe issue to continuously deal with?

    I have same issue too, for file #1942260536 is labeled as svg when in fact it is just a jpeg that has been placed and exported as svg. this is misleading.

    thank you ​@Contributor1 but unfortunately the virtual assistant is virtually useless at helping me get the refund. it does not understand the problem or this type of problem is not included in their problem solving.
