Yes, that's correct as clearly stated in the License Agreement. If you want to use an image for more than one client, you must Re-license it for each client.

That is a correct reading of the licencing terms. If you have a team working in your company, you should consider a teams subscription of stock. That won't change the relicensing issue for different customers, but it will allow for enhanced collaboration between employees.
