Ability to designate a workflow for multiple groups

We have some workflows that apply to multiple groups within our organization, but those workflows should not be available to other groups.  It would be great to have the ability to select multiple groups for a workflow instead of just one or all for a workflow.  For example, some workflows apply to our finance department and our administration, but HR and early childhood should not be able to select the workflow.  There is no way for us to select only two groups out of 10 - our only options are one group or all within our organization.
